City of Rehoboth Beach Partners with Dover, Kohl & Partners for Review and Modernization of Land Development Regulations

The City of Rehoboth Beach is pleased to announce the engagement with Dover, Kohl & Partners, the nationally recognized planning and urban design firm assisting the City with a comprehensive review and modernization of the City’s land development regulations.
Dover, Kohl & Partners (DKP) has been retained to evaluate the City’s existing zoning and development codes for clarity, usability, and alignment with the 2020 Comprehensive Development Plan and 2025 Strategic Plan. Their work will focus on ensuring the City’s regulations are easier to understand and implement while reinforcing the community’s small-town coastal character and long-term goals.
DKP’s team will be in Rehoboth Beach from November 5–7 to begin the project’s listening and diagnostic phase. During their visit, they will meet with the Rehoboth Beach Homeowners Association board on November 5, the Rehoboth Beach–Dewey Beach Chamber of Commerce on November 6, and City staff and administration for internal discussions about procedures, code application, and areas for improvement.
Main Street Rehoboth will also be included to ensure its perspective is included early in the process. Surveys and question lists have been distributed in advance to facilitate productive discussions and ensure diverse perspectives are represented.
Following this initial visit, DKP will compile community and staff input and prepare a Code Diagnostic Summary outlining major themes, opportunities, and challenges. A presentation and discussion with the Commissioners is scheduled for the December workshop, where DKP will outline their approach, engagement plan, and next milestones.
DKP’s approach emphasizes inclusive participation. Staff is coordinating with RBHA, the Chamber, and Main Street to ensure meetings are well-communicated and input is documented. A public-facing project page will also be added to the City’s website summarizing the project scope, timeline, and ways to get involved.
