Rehoboth Beach Police Department Honors Award Winners

On Friday, April 10, the Rehoboth Beach Police Department held its annual Awards Banquet at Salero at the Henlopen Hotel. We are pleased to share some of the highlights of the event. Congratulations to the winners and honorees!
These words were taken from the emcee speech made by Captain Jaime Riddle.
Officer of the Year – Pfc. Devin Maciejewski
The Officer of the Year Award recognizes an individual who exemplifies the highest standards of performance, initiative, professionalism, and commitment to this department and the community we serve.
In 2025, this officer distinguished himself as one of the most well-rounded and productive members of the Rehoboth Beach Police Department.
From the very beginning, he demonstrated a strong desire to learn, grow, and gain as much experience as possible. He consistently sought out opportunities to handle calls, take on new challenges, and remain proactive in enforcement—while never sacrificing the quality of his work.
His efforts resulted in him finishing as the top statistical performer of the year.
Even more impressive, he ranked first or second in nine of the eleven performance categories tracked by the department—an indication of true consistency across all aspects of policing.
According to Commissioner Gordon, his direct supervisor, his report writing is thorough, detailed, and timely—reflecting a strong understanding of both the importance of documentation and the professionalism expected of this role.
At the same time, he has embraced proactive policing at a high level—leading the agency in DUI arrests, finishing the year with three more DUI arrests than next closest officer.
Beyond statistics, this officer has demonstrated a commitment to professionalism and community engagement.
He received commendations from Chief Keith Banks following positive community feedback from a traffic stop—where professionalism and discretion left a lasting impression.
He was also recognized for his performance during a large-scale expressive activity event, where his conduct reflected positively on the department.
Additionally, he responded to a CPR/AED incident where, despite a tragic outcome, the family of the individual took the time to commend this officer’s compassion and effort shown during that moment.
These examples reflect what truly defines this officer—not just productivity, but professionalism, compassion, and a commitment to doing the job the right way.
Civilian of the Year – Communications Specialist I Katie Stachowski

As we recognize the outstanding performance of our communications team, it is important that we also take a moment to highlight an individual who has set the standard within that group.
This award represents the highest level of professionalism, consistency, and dedication within our communications center.
The Civilian of the Year Award is presented to a civilian member who consistently demonstrates the highest standards of professionalism, dedication, and commitment to excellence.
This year’s recipient has played a critical role in our RE-ACE re-accreditation process—working across all three disciplines to help guide our agency’s communication center through a complex and demanding achievement.
Through their efforts, they ensured that all required standards were thoroughly documented, accurate, and successfully met—directly contributing to the continued excellence and credibility of our communications center.
On the console, this individual consistently performs at an exceptional level.
Their call-handling reflects not only strong technical ability, but also the calm, confident presence that is essential in high-pressure situations.
What truly sets this person apart is their willingness to go above and beyond.
Shift after shift, they step in to assist officers in the field, support fellow dispatchers during challenging and evolving incidents, and ensure that every call is handled with professionalism and care.
They have also demonstrated an unwavering commitment to the communications team by routinely stepping up to cover overtime shifts when staffing is short—ensuring that operations continue without interruption.
This individual exemplifies the very best of our profession and serves as a model for others through their work ethic, teamwork, and dedication to public safety and it is no surprise that she has already been up her multiple times this evening.
Special Recognition of Service – Carol Everhart

It is important that we take a moment to recognize someone whose impact extends far beyond any single award or achievement.
We have the privilege of honoring a true partner of this department—someone whose influence has helped shape this community for decades.
It is an honor to stand before you tonight as we recognize and celebrate an extraordinary career—and an even more extraordinary person—Mrs. Carol Everhart.
For 36 years, Carol has served as the guiding force behind the Rehoboth Beach–Dewey Beach Chamber of Commerce, shaping not only the business community, but the very spirit of the Rehoboth Beach and Dewey Beach area.
Her leadership, dedication, and vision have helped transform this region into one of the most vibrant and welcoming coastal communities in the country.
But tonight, I want to speak especially about what Carol has meant to the Rehoboth Beach Police Department…
and what she has meant to me personally.
Over the past 13 years, I’ve had the privilege of working closely with Carol in planning the Sea Witch Festival.
Through that time, we built not only a strong professional partnership—but a friendship that I truly value.
Together, we have watched that event evolve significantly.
What once required a handful of officers for traffic control has grown into a large-scale operation involving over 100 public safety personnel—including EOD, fire, EMS, and specialized tactical teams.
And the reason that growth was possible is simple—
Carol never said no.
No matter how aggressive, complex, or safety-driven the idea was, she listened, supported it, and worked alongside us to make it happen.
She understood that success wasn’t just about the event itself—
it was about doing it the right way, with safety at the forefront.
Her willingness to collaborate, adapt, and prioritize public safety has had a direct and lasting impact on how we operate today.
Whether preparing for the busy summer season, large-scale events, or unexpected challenges, Carol was always there—calm, thoughtful, and solutions-focused.
She brought people together, encouraged collaboration, and made sure that everyone had a seat at the table.
Her commitment didn’t just make our jobs easier—it made our community safer.
On a personal note…
the Sea Witch Festival will not be the same for me without her presence.
Beyond her professional accomplishments, Carol’s warmth and genuine care for people have left a lasting impression on all of us.
She leads with kindness, integrity, and a deep love for this community—qualities that cannot be measured in years alone.
Carol, on behalf of the Rehoboth Beach Police Department, and on behalf of me personally—thank you.
Thank you for your partnership, your leadership, and your unwavering support over the past 36 years.
Your impact will be felt for many years to come.
As you begin this next chapter, we wish you nothing but happiness, relaxation, and well-deserved time to enjoy all that you have helped build.

Life Saving Award – Pfc. Rocco Esposito

While that recognition highlighted the importance of coordinated response between dispatch and field personnel, this next award reflects the willingness of an officer to act immediately—placing himself in harm’s way to protect the life of another.
Our next Life Saving Award is again presented to Pfc. Rocco Esposito.
On May 3, 2025, at approximately 4:29 p.m., Pfc. Esposito was dispatched to the area of Maryland Avenue and the North Boardwalk to assist with a water rescue.
Upon arrival, he observed a teenage male in distress, positioned at the end of a jetty and exposed to the hazards of the ocean.
Without hesitation, Pfc. Esposito removed his equipment and entered the water to reach the individual.
With the assistance of responding personnel, including members of the Rehoboth Beach Volunteer Fire Company, a life vest was provided and secured on the victim.
Pfc. Esposito remained with the individual, ensuring his safety, and assisted in escorting him back to shore.
The victim was evaluated on scene for minor injuries and safely removed from a dangerous and potentially life-threatening situation.
This incident reflects decisive action, personal courage, and a clear commitment to protecting life—regardless of personal risk.
Excellence in DUI Enforcement – Pfc. Devin Maciejewski
The DUI Enforcement Award is presented to an officer in recognition of their professional and personal dedication to ensuring public safety through the apprehension of impaired drivers.
This award, formerly known as the M.A.D.D. Award, originated as a show of support and appreciation from Mothers Against Drunk Driving for law enforcement officers and their commitment to its mission.
That mission includes preventing impaired driving, supporting victims of violent crime, and reducing underage drinking.
The work behind this award is not simply about enforcement—it is about preventing tragedy, protecting lives, and making our roadways safer for everyone in the community.

- Officer Brian Reynolds was promoted to Corporal Grade 1 on May 29, 2025.
- Officer Marie Fuller was promoted to PFC on March 13, 2025.
- Officer Timothy Chan was promoted to PFC on September 25, 2025.
- Officer Rocco Esposito was promoted to PFC on September 25, 2025.
