City of Rehoboth Beach Changes Meeting Format

At the December 19 Board of Commissioners Meeting, it was agreed to change the meeting format moving into 2026.
- Regular Meetings will still take place on the third Friday of each month.
- Workshop Meetings normally held on Mondays, 11 days prior to the Regular Meetings, will be changed to Commissioners Meetings. These meetings will allow for voting if the topics are described as such.
- This change will start with the January 5, 2026 meeting.
The Board of Commissioners has determined that both of its regularly scheduled monthly meetings – the Regular Meeting and the newly-named Commissioners Meeting (formerly known as Workshops) – may include legislative or other official action, as appropriate, to promote efficient and effective governance.
“In my role of running the meetings, I use thoughtful judgment as to which matters are appropriate for action at a given meeting, recognizing that some issues may warrant additional public discussion or deliberative process before any vote is taken,” says Mayor Stan Mills.
So the public is fully informed and able to participate accordingly, the agenda language will clearly signal the nature of each item, including whether it is for discussion only or for discussion and possible consideration of action, meaning a vote. This information will also be promoted through the city’s web site and newsletters.
“We are taking this action fully committed to meaningful public participation,” adds Mills. “We have no intent to limit or stifle public input. The purpose of this change is to provide the Board with flexibility to act when an issue has been adequately noticed, publicly discussed, and is ripe for consideration.”
“This change does not require that votes occur at every meeting or that voting items will be on every agenda item. Nothing alters the existing public comment practices or statutory notice requirements,” he adds. “This simply offers flexibility.”
