Clarification on Parking Permit Report for Driveway Spaces

November 12, 2025

On Nov. 12, it was reported in the Cape Gazette that “Rehoboth Beach is working toward eliminating the use of hanging parking tags in spring 2027, said [Parking Supervisor June] Embert. When that happens, all vehicles will be required to have a parking permit when parking in the city’s right-of-way, even in driveway spaces, she said.”  (https://www.capegazette.com/article/rehoboth-parking-revenue-falls-1-million-short-budget/297937)

The City of Rehoboth Beach is planning to implement a virtual parking solution for the 2027 summer season. Residents and business owners will continue to be supplied the free permits they are provided now.

To make enforcement of parking permits more efficient, it’s been suggested by City staff that permits be required when parking in the street and across the front of driveways (normally marked by a yellow box or yellow markings flanking the driveway). However, we will likely supply an additional free permit to accommodate this change if made. Vehicles in driveways will not require a permit. We have been working hard to ensure the general manner in which on-street parking is handled now would continue with the change from hangtags/stickers to digital permits. If a vehicle plate is in the system, it would be able to be parked in any non-metered street parking without triggering the license plate recognition technology. In no way are we looking to charge property owners or businesses to park in front of their driveways or take away the permits we already provide for free.

The City would provide property owners and businesses with a website they can access to request, purchase or manage their permits. The virtual system would be designed to work for rental properties (e.g., transferable guest permits and the ability for owners/managers to assign permits to multiple guest vehicles during a stay).

We will update homeowners as this plan continues to develop.
