September 30, 2025
Congratulations to Corey Shinko, who has been named the permanent Director of Planning, Zoning and Development of Building & Licensing Department for the City of Rehoboth Beach. Shinko is a familiar face around Rehoboth Beach, having been with the City for four years. Shinko started as Assistant Building Inspector, then became the Building Inspector, and most recently, served as the Interim Director of Planning, Zoning and Development.
Last year the Building & Licensing Department issued approximately 1,250 permits, performed approximately 1,100 inspections, and continued to maintain approximately 2,870 business licenses.
Shinko’s main initiatives within the department will be code development, which includes a comprehensive review of the code as it relates to building, zoning, and land use; and code enforcement. For the first time, all businesses in Rehoboth Beach were in compliance and operating with a license. Under Shinko’s leadership, the building and licensing department has been conducting annual inspections at all restaurants within the city limits to ensure compliance with grease interceptors and with permits of compliance.
Since coming to Rehoboth Beach, Shinko has received 28 certifications through the International Code Council and is studying for the Certified Planners Exam through the AICP. He has a background in mechanical engineering and is finishing a degree in public administration.
